They have convicted themselves.  There are no bodies.

In order to get a deal, Morlock is compelled to offer testimony against others, including Wagnon.  We will never know what happen and no one wants to go to prison for something they did not do.  However, it seems to be hard for the military to look at the truth.  There are no bodies.
